Australia's Royal Commission into an automated welfare-debt scheme that used income averaging to raise unlawful debts against hundreds of thousands of people. It called the scheme a 'crude and cruel mechanism' and referred individuals for possible action, with a sealed chapter. A defining document on algorithmic government.
